Hurricane IKE: Wind Findings From FEMA Mitigation Assessment Team

 

For several years, FEMA has studied the performance of structures subjected to disasters to illuminate issues of major significance. These broadminded studies have been driven by a core mission of the FEMA’s Mitigation Directorate to reduce future damages from disasters.  This work is accomplished by the FEMA Mitigation Assessment Team (MAT).  Often, recommendations from these findings have been adopted as statutes in model building codes, or just as importantly, as guidance for better and stronger construction practices.

 

The primary objective for this paper will be the main findings of the MAT regarding wind damage from Hurricane IKE in coastal Texas and Louisiana.

Recommendations will cover structural and building envelope performance for wind including high-rise buildings in downtown Houston. Critical facility performance during Ike will be described including recommendations for increased resiliency.

 

FEMA worked with several organizations on this MAT including the American Institute for Architects, the International Code Council, the National Association of Homebuilders, Texas Department of Insurance, the American Plywood Association and the Vinyl Siding Institute.

EMAC and the Fire Service

 

Every year, disasters occur that cause a state to deplete the resources available from within a state. When this occurs, states must then rely on neighboring states to provide additional resources. This is most commonly accomplished through the Emergency Management Assistance Compact (EMAC). The IAFC has developed a special program to teach chief officers and local government officials on how the process is utilized. This program will provide a modified version of the entire program and will provide the key information on activation, mobilization, and reimbursement.

This session will focus on the unique circumstances faced by healthcare entities during Hurricanes Gustav and Ike, as well as steps taken to prevent overwhelming the medical infrastructure, while meeting the needs of the community that depend on us. Within this Workshop a well though out and exercised emergency operations plan, subscribing to a regional medical response plan, having a well stocked tool-chest and thinking outside the box will be presented. With this in place the unexpected perils associated with medical disaster response to a severe storm event can be mitigated and overcome.

Empowering Your Citizens To Be Part Of Your Disaster Preparedness /Response Program  

 

This workshop will focus on the county and municipal partnerships and tools necessary to develop a disaster preparedness program for neighborhood associations as well as some techniques for keeping evacuated residents informed of hurricane information.  Through Sarasota’s “neighbor helping neighbor” program, citizens develop a self-sufficient program and a direct information link with their local Emergency Management department.   In addition, public libraries in Florida are receiving training to facilitate disaster response and recovery operations including outreach to neighborhoods, businesses and our Citizen Emergency Response Teams (CERTs).

Challenges for Host Communities:  Providing Emergency Assistance to Evacuees

 

With large populations settling along our nations coastlines, when a major hurricane approaches, evacuations often extend beyond jurisdictional or even State boundaries.  When evacuees are sent to other areas through organized evacuation efforts or even self-evacuation to other areas, those jurisdictions and States face a new set of challenges.  How do we provide the services that evacuees require when our jurisdictions are not impacted?  What services are we obligated to provide?  What services should we provide?  How do we fund these services?

FEMA Gap Program 2009 Update

 

 In the fall of 2008, during his testimony before the Senate Subcommittee on Disaster Response, FEMA Deputy Administrator Harvey Johnson credited the FEMA Gap Analysis Program as being "critical in enabling a more effective response to this year's hurricane responses on the Atlantic and Gulf Coasts," and that, "[i]t saved valuable time in responding because FEMA already knew the States' needs."  Since that time, GAP has expanded in scope to include all FEMA regions, and has assumed an all-hazards stance.  This workshop will include speakers from Gap Program participants at FEMA Headquarters, the FEMA Regional level, and State and Local governments, moderated by a representative from the project contractor Hagerty Consulting.  Speakers will detail the program’s accomplishments to date, and discuss with workshop attendees the many existing and possible preparedness and response enhancements that are available to program stakeholders at every level of government.

A short presentation on how the National Hurricane Program is incorporating and improving the development of hurricane risk assessment for the whole range of emergency management functions, not just evacuation (via the Hurricane Evacuation Studies.).  This will be followed by a Q&A session with the workshop participants.
