Design Guidance for Storm Shelters and Strong Buildings

 

The Institute for Business & Home Safety (IBHS) is the insurance industry’s property protection advocate working to make homes and businesses safer from natural disasters.  IBHS is adding to its Fortified…for safer living® code-plus new construction program, in an effort to bring structural integrity to the millions of vulnerable homes that were built before modern standards.  IBHS is developing a tiered system of retrofits to help improve the strength of existing homes against the hazards they face, including hurricanes, wildfires and earthquakes. Learn how the retrofit program will be structured so you can bring the benefit of these engineering-based recommendations back to your community.

 

Design for occupant safety following the criteria presented in FEMA 320,
FEMA 361 and ICC500 for design and construction of safe rooms will also be included

State US&R Development and Deployment

This program will focus on how to develop an integrated statewide US&R System that addresses the needs of the local, regional, state, and federal partners.  Included in the discussion is a presentation on how these assets can be organized, managed, and deployed effectively.  Representatives from the State US&R as well as the National US&R systems will discuss how assets can be integrated through a tiered response.  Additionally, representatives from Florida will discuss the newly developed interface between US&R and State law enforcement entities that provide force protection, path finding, and rough terrain/maritime transportation services for US&R personnel.

F1  HEALTH CARE/SPECIAL NEEDS

 Assessment and Response to Special Populations

 

This Workshop will summarize the findings from three community assessments. Public Health teams approached almost 1,000 homes, interviewed nearly 500 people and notified local authorities about 42 households that had specific health or urgent needs. Anecdotal information reveals that these assessments reassured people that they were not forgotten and elevated the visibility of public health in the communities following the Disaster.

Also presented in this Workshop will be the Community Assessment for Public Health Emergency Response (CASPER). This methodology is a basic tool used by public health staff to identify the needs and provide quick yet reliable estimates about a community's health. Following a disaster, the National Center for Environmental Health, Health Studies Branch, can provide technical assistance in conducting a CASPER. This Workshop highlights the resources available and includes a presentation and demonstration of the CASPER methodology used during a disaster.

The Activities of the Public/Private Partnership During the Response and Recovery Phase.

 

The panelists, all with many years of experience in responding to catastrophic events, will describe the many ways that the insurance companies, deploying their thousands of claims adjusters from all over the U.S., work closely with the directors of emergency management and their organizations assessing the damages, bringing relief to the victims and hastening the restoration of communities and businesses in the days and weeks following a catastrophe.

Study after study indicates that a well-educated public is better prepared to weather the effects of a hurricane.  But, with the many responsibilities and distractions that come with everyday life, how can you get your audience to pay attention to this potentially life-saving information? How do we target our information for not only the general adult population, but also include the business community, tourists, health care providers and other partners? Take a creative - and somewhat offbeat - new tack to your hurricane preparedness messaging and make your public education blow your audience away. By using all of the tools available, your targeted message will attract more attention and have more media appeal.

J1  RESPONSE

Conducting Multi-Agency Coordination Center Operations – The Theory, The Reality

 

The Lower Rio Grande Valley activated a Multi-Agency Coordination Center (MACC) in response to Hurricane Dolly.  The MACC’s mission was to locate and provide regional resources to local Emergency Operations Centers (EOC’s) during that critical time before State and Federal resources arrived.  Focusing on inter-jurisdictional resources within the region, the LRGV MACC also assisted in coordinating the allocation of incoming State resources, dissemination of information to local leaders and the public. The LRGV MACC was comprised of Emergency Management officials from several jurisdictions in the three county Rio Grande Valley area and was managed by the Chairman of the MACC Executive Committee.

FEMA Alternative Housing Solutions

 

This workshop highlights the efforts of the Joint Housing Solutions Group (JHSG), FEMA Direct Housing Operations and the Alternative Housing Pilot Program (AHPP) to continue improving FEMA's disaster housing options and response. The focus will be on the updated baselines for Alternative Housing Units, the alternative unit pilot evaluation program at the National Emergency Training Center (NETC), the 30 Pilot units deployed in Bridge City, TX, the Disaster Housing Scoping Tool and the progress and successes of the AHPP pilot program.

L1  Mitigation

Geospatial Tools for Risk Assessment

 

The Texas Geographic Society (TXGS) is a non-profit corporation based in Austin, Texas. Our mission is to help increase the use of geospatial tools and bring public and private entities together to share data, expertise, and solve problems using geographic information systems (GIS) technology and data. TXGS has worked with several partners in the development of a Web-based map viewing and GIS distribution tool called the Texas Hazard Mitigation Package (THMP). THMP is primarily used for hazard identification to aid in the creation of mitigation plans and other community planning efforts. Outreach and training programs are ongoing across the state in support of this and other related geospatial tools such as HAZUS-MH – a FEMA developed risk assessment tool used for damage and loss estimation analysis. Participants in this session will be introduced to these tools through a risk assessment activity for a Texas coastal region.
